Step-by-Step
How to Schedule a Theo Lacy Visiting Appointment
The appointment process is straightforward once you have the inmate's booking number. Use the inmate locator guide to find it if you don't have it yet.
1
Confirm the Inmate Is at Theo Lacy
Look up the inmate through the OCSD Inmate Information System at ocsheriff.gov to confirm their current facility. Inmates can be moved between facilities, so always verify before scheduling. If the search shows Theo Lacy, proceed to step 2.
2
Call Theo Lacy Between 7:00 AM and 4:00 PM
Call (714) 935-6202 during scheduling hours. Have ready: the inmate's full legal name and booking number, your government-issued ID information, and the names of all adults and minors who will be visiting. Appointments must be made at least 24 hours in advance — same-day visits are not available.
📞 Scheduling line: (714) 935-6202 · 7:00 AM–4:00 PM daily

Visitors who have been released from any jail in the past 60 days are typically ineligible, with limited exceptions for close relatives with Watch Commander approval.

Park in the North parking structure, located across from the Juvenile Courthouse and next to UCI Medical Center. Line up outside the lobby 15 minutes before your scheduled appointment time. Security screening is required before entry. Bring only your ID and keys — leave everything else in the car.

Inmate Phone Calls
How to Set Up Phone Calls from OC Jail
You cannot call an inmate at any Orange County jail — calls only go outbound from the inmate to you. All OC facilities use GTL (Global Tel Link / ConnectNetwork) as their phone service provider. Calls are monitored and recorded; attorney-client calls are not recorded.
1
Create a GTL / ConnectNetwork Account
Go to connectnetwork.com or download the GTL app. Create a free account using your phone number and personal information. This links your number to the system so you can receive calls and add funds.
2
Add Funds to Your Account
Deposit money into your GTL prepaid account. You can prepay so you control costs and all calls come to your number only, or set up a general account where the inmate chooses who to call from their approved list. Inmates can also purchase phone credits through commissary.
3
Have the Inmate Add Your Number to Their Approved Contact List
The inmate must request to add your phone number through the facility system. Some facilities require a written request. If your number is not on the approved list, calls from the inmate cannot connect to you. This process may take 1–3 days to complete after the request is submitted.
⏰ Allow 1–3 days for contact list approval after first booking
Cannot receive collect calls? If the inmate is calling a cell phone or a carrier that blocks collect calls, the call will not connect without a funded GTL account. Set up your GTL prepaid account before the inmate's first call attempt to avoid missed connections. Inmates are typically allowed 1–2 free calls during initial booking.
Release Times
Theo Lacy & OC Jail Inmate Release Times
Release times vary significantly by facility and circumstances. Orange County does not release inmates early for overcrowding — sentenced inmates serve their full term. If bail has been posted, processing begins after documents are verified at the cashier.
Theo Lacy Facility
2 – 6 hours
After bail surety documents accepted at cashier (daily 8 AM–2 PM). For after-hours bail, go to IRC (24 hrs). Release processing begins after cashier confirmation.
Central Jail / IRC — Santa Ana
4 – 8 hours
IRC bail accepted 24 hours a day. The Central Jail/IRC complex processes a higher volume, so release typically takes longer. Weekend releases may be slower.
City Jails (Newport Beach, Anaheim, etc.)
30 min – 1 hr
Much faster than county facilities. If bail is not posted at the city jail, the person transfers to the IRC, where release time resets to 4–8 hours.
James A. Musick Facility
2 – 6 hours
Minimum/medium security facility. Release processing similar to Theo Lacy. Contact (949) 855-2600 to confirm bail status and expected release timing.
Release timing varies: The estimates above are common ranges, but actual release time depends on staffing, inmate processing volume, court orders, holds, and paperwork verification. For the most reliable status updates, use the
inmate locator and/or contact the cashier/records line for the facility.
